The Lodz Region
The Marshal of the Lodz Region is:
• A member of the Regional Board and its chairman,
• Director of the Marshal’s Office of the Lodz Region, superior of the Marshal’s Office employees as well as the directors of the regional government organizational entities.
The Marshal of the Lodz Region is elected by the Lodz Region’s Seymik with an absolute majority of votes of the composition of Seymik, by secret ballot. He can be elected from outside the composition of the Seymik of the Lodz Region.
Among the tasks to be fulfilled by the Marshal of the Lodz Region are those specified in the Act on Regional Government and in the other acts, especially :
• Managing current activities of the region,
• Representing the region,
• Workflow of the Regional Board tasks,
• Workflow of the Marshal’s Office tasks,
• Undertaking tasks concerning Labour Law towards the members of the Board, treasurer, employees of the office and the directors of the regional government organizational entities,
• Specifying range of activities of the members of the Board in terms of issues that lies within its competencies,
• Undertaking tasks enabling the proper functioning of the office,
• Supervision of tasks concerning the regional budget, its detailed design project and its realization,
• Submitting acts to the Seymik and to the Board,
• Presenting Seymik Acts and Board Acts to supervision bodies,
• Issuing regulations constituting internal management acts,
• Authorizations,
• Issuing decisions in terms of public administrations’ individual issues as well as countersigning of the decisions made by the Board,
• Investigating complaints about the activities of head of departments and their assistants as well as regional government organizational entities,
• Conducting human resources policy in the office,
• General supervising of the administrative activities of the employees of the Marshal’s Office,
• Obtaining oral declarations of will, in accordance with art. 951 of the civil code,
• Undertaking tasks specified in the following act’s regulations: Law on Protection on Classified Information, Data Protection Act, Act on Access to Public Information,
• Settling disputes concerning jurisdiction among heads of organizational units in the office,
• Initiating undertakings concerning international cooperation and realization of tasks,
• Supervising tasks concerning:
1. Internal audit
2. Regional promotion and European Integration,
3. Financial policy,
4. Control and complaints;
• Undertaking other activities reserved for the Marshal throughout acts,
The Lodz Region’s status, acts of the Seymik and the Board.
The Marshal of the Lodz Region acts independently within the law.
As a member of the Board and its president, he summons and presides the Boards sessions. The Board of the Lodz Region as a collegial body undertakes the acts by the majority of votes within the presence of at least half composition of the Board in the open ballot, unless the act provides otherwise. In case of equal number of votes, Marshal of the Lodz Region has got a casting vote.
